The first Author Meets Readers Series by the Institute of Advanced Studies in Humanities and Social Sciences (IAS) was successfully held online on 25 November 2022 (Friday). Professor Rostam J. NEUWIRTH, a Senior Research Fellow of IAS, Head of the Department for Global Legal Studies, FLL, was invited to share his research achievements about his book intitled “The EU Artificial Intelligence Act——Regulating Subliminal AI Systems”. Professor Yu Xingzhong, Director of IAS, Chair Professor in Global Legal Studies, FLL, was invited to be the moderator.
Professor Rostam first introduced from the perspective of the psychology of intelligence the term artificial intelligence as an oxymoron. Intelligence, by nature, cannot be artificial and its inestimable complexity defies any notion of artificiality. He then discussed the role of subliminal al as a game changer. AI is evolving so fast that if we do not control our minds, someone else will likely control our minds for us. We need to recognize the profound and dynamic positive and negative impacts of artificial intelligence (Al) on societies, the environment, ecosystems, and human lives.
From a legal point of view, freedom of thought is a fundamental human right. In the age of neuroscientific insights and interventions, it is particularly important, and the professor reconstructs the scope and meaning of this forgotten right in the book and proposes four principles for its interpretation. Professor Rostam discussed “neuro crimes” to refer to criminal activities that involve neural information. Brain hackers can deduce private information such as banking information, recognized faces, and PINs. This type of attack can also be performed subliminally, without the conscious awareness of the target. Finally, he suggested that we need to strengthen the regulation of AI, especially Regulating Subliminal AI Systems.
Professor Serge Stinckwich (Head of Research at the United Nations University Institute in Macau) and Professor Zhang Xin (University of International Business and Economics in Beijing) were invited to be the commentators of this book launch ceremony.
Professor Zhang considered the book applies a very comprehensive and fundamental perspective to understanding AI and AI regulations. This book focuses on AI’s impacts on human through individual and collective perspectives and thoroughly know those material and spiritual dimensions. It also explores fundamental issues, that are shaping the future regulatory framework a created a very important term.
Professor Serge discussed the following two points. The first one is to address the impact of digital technologies and especially artificial intelligence science. Secondly, the measures as supreme and the techniques are exactly not experts, maybe because they might be seen as a kind of optical illusion more than subliminal techniques. Since we just put the people just see something different and in fact recently with some research that we show that the same techniques can also be fooled by virological.
The topic was hotly discussed regarding the artificial intelligence science and technology, and they also exchanged views on Regulating Subliminal AI Systems.
